Gov. J.B. Pritzker Signs Whole Child Bill at HSI

President and CEO Donald J. Dew, Habilitative Systems, Inc. (HSI), welcomed Gov. J.B. Pritzker to the HSI campus where he signed Whole Child Bill HB342 into law. 

Illinois State Senate Majority Leader Kimberly A. Lightford, who represents the 4th District, home of HSI headquarters, was at the forefront of the historic legislation which was designed as a wholistic approach to support the whole child and all of his/her needs. Lightford is the Chair, Education Committee, and lead sponsor of the bill, 12 years in the making. 

According to Lightford, “HB342 reflects our unwavering commitment to nourishing every aspect of a child’s development ensuring they have the tools and support they need to thrive in a rapidly changing world.” 

“When I thought, where could the governor sign such a monumental piece, I thought of the work and the mental health supports that HSI, the board and all the team here has done in this space for decades,” Lightford said.

In welcoming the legislative and community delegation, Dew shared that he was proud that the HSI team has been ahead of the curve, addressing many whole child needs for decades. 

“We have a legacy of helping children with special needs. We’ve provided 0 to 3 (years of age) with intervention services; special education services; daycare services; restorative justice services; you name it, we’ve been doing it for the children. So, it is my honor to host this illustrious group of folks today for the bill signing.” 

“Here in Illinois, our students are heard and seen and supported to grow into the bright leaders of tomorrow, “ said Gov. Pritzker. Gov. Pritzker was joined by elected officials including U.S. Rep. Danny K. Davis (D- IL 7th District), Illinois Lt. Gov. Juliana Stratten, State Rep. La Shawn K. Ford (8th District) and Rep. Carol Ammons (103rd District).
